(As many of you recall; this expectation was put in place in prior sessions and subsequently reduced to 6% last year by the General Assembly.)  In addition, the Governor’s budget calls for a freeze on intake in Level 1 or Category 1 of the CT Home Care Program so that no new elders can be admitted to that level.</description>
